This is to acknowledge and commend Sue O'Donnell, Dakota Consulting, for her exemplary performance and valuable contributions while serving as Foundation's Interim Executive Director for the Maryland HealthChoice Enrollment Broker Program. As you know, the Department was concerned about the transition of key staff back to the New Jersey program, but these concerns were quickly dismissed as Ms. O'Donnell stepped in without missing a beat and handled all of the initial startup tasks, as well as some unexpected issues, in a prompt, efficient and highly professional manner.

In addition to being on schedule, the program will be more comprehensive, better tested, and more successful than originally planned because of Ms. O'Donnell's planning, insight, and initiative during the past two months. The Department has been impressed with Ms. O'Donnell's organizational skills, communication skills, and her analytical approach to identified and/or potential problems. Throughout this process, Ms. O'Donnell has demonstrated a clear understanding of and appreciation for the Department's concerns and needs, and she always placed those concerns at the forefront of our discussions.

In summary, Foundation made a solid business decision in placing Ms. O'Donnell in this position, and the Department would not hesitate to recommend her for other consultations with Foundation or with other government contractors and/or State government programs.
